El Ministerio del Interior de la República del Ecuador es una institución que, como uno de sus ejes, tiene el de ejercer la rectoría, formular, ejecutar y evaluar la política pública para garantizar la seguridad interna del Estado. Conociendo que en la actualidad la dinámica delictual tiene un incremento progresivo que pone en riesgo la integridad física de los miembros policiales y, considerando el incremento de los índices de violencia en el país relacionados con el alto porcentaje en el decomiso de armas largas y la utilización de varios tipos de calibres en hechos violentos, se denota una utilización más frecuente de este tipo de armamento para el cometimiento de actos delictivos. Por tales motivos, es necesaria la ADQUISICIÓN DE CHALECOS DE PROTECCIÓN BALÍSTICA PARA LA POLICÍA NACIONAL de los ejes Preventivo, Investigativo y de Inteligencia, de acuerdo al siguiente detalle:
